how do you create a new exterior cell i tried to click world exterior but in the box that pops up there is no new button please help???

FGM, I realize that posting questions on forums seems the most straightforward way to get an answer. However, we aren't your personal teachers - if you're looking to do simple modding, there are many tutorials available online that could help answer your questions for you.
