I just finished this on Expert.
One issue I had is that some of the AI highlight when you get close to them, even though they are "conscious" and "alive". Eg the old lady asleep in the room near the harbour, the guy who patrols in and out of the pub, and one of the customers near the pub bar. They can be picked up and put down elsewhere!
