where do I find a clue to the tile lock by the sceptre?

Vincentlancon, There is a desk in the same room as the scepter that you have to pick open two drawers. In one of the drawers is a scroll with numbers. How to apply the clue to the panel in the next room is something I have yet to figure out. I can see 1,2,3 but not 4.

The combination puzzle that will open the display case with the scepter has me stumped. Any hints ?

Hints for the combination puzzle:
Hint 1: Despite appearances it's still a numerical panel.
Hint 2: If there are so many buttons, how come the combination is so simple?
Outright solution: It's not a numerical panel, it's four numerical panels stacked vertically, with each row of blocks representing the numbers 1-4 (counting left-to-right). Starting from the top, push only one block in each row, as written down on the combination scroll found in the desk drawer.
On an unrelated note, I have found exactly 100 extra loot since my last post, but that required crate stacking. Not very fond of those.

IMO, there is too much loot too well hidden. I could understand that I missed 1.000 loot or less, but not 2.400, considering that I explored a lot.
Thankfully, the loot requirement on Expert is alright. It was a problem in Reverse Robbery - Directors Cut. Although, again, when the loot requirement is 4.500, and there is a 9.000 plus to be found in the mission? Seems like a LOOOT of secret stuff in there.

I have now found 6312 out of 9091 loot, or 69.4% of the amount.
I finished exploring Theobald's manor, but got only a smigedon more loot for my troubles. Bigger loot was found in plain sight in hard-to-reach places outside, like the one right at the starting location.
So far I've had to use crates twice to reach the loot - in both cases it was northwest-ish of the horsemen statue. For the first occasion I needed only two crates, but for the second I needed three. Fortunately Garva's warehouse has plenty of crates.
I completed the second bonus objective, but for some reason I get the feeling there's more to this that I've missed.
