In short, no.
You can, however, assume an approximate 1 unit = 1 foot. And units divisible by 4 often work out. But each texture is individual as to what scale it looks best at in your circumstances.

What Larry said is true, and in particular, on the whole multiples of 4 will work best for all three dimensions in terms of aligning textures.
