The stuff in cam_ext.cfg generally has to do with in-game settings, not editor stuff.
You said you updated Newdark to 1.22? Did you extract everything from the editor package, including the updated darkdlgs.dll? I believe it's responsible for drawing windows and dialogs type stuff. Try reinstalling DromEd and make sure to extract DromEd.exe and darkdlgs.dll.
Also, are you using the DromEd Basic Toolkit? Because you'll need to reinstall that if overwrite your menus.cfg.

Just for giggles, if your Windows desktop is set to 16-bit colors and not 32-bit, try setting it to 32-bit. I've seen some odd display issues with other apps in 16-bit mode over the years.
