Typically a server list allows you to choose to play on either standard maps or custom maps. There will be no server list (because dedicated, individual owned servers won't exist) hence there will be no option to play on anything except standard maps.
Mind you this applies to multiplayer custom maps only. I don't think it would apply so much to single player addons. But multiplayer is really where custom maps are in most demand on games like this.

Even if it was completely without any of the problems noted with custom maps and mods, players have good cause to be concerned.
If you look at say, Team Fortress 2, an awful lot of the servers are run - and more importantly, paid for - by clans, or at any rate someone other then the developer.
Removing dedicated servers means Infinity Ward, or more likely Activision - is going to have to provide the servers and bandwidth for games by themselves. This is not cheap - and if they're going to do so, you can bet your ass they have a plan to monetize it somehow.
They ain't saying how yet, and that should have players worried.

seeing how bad valve's own matchmaking for the PC works (as in almost never) I can already see the same stupid "searching for available server..." popping up here as well. That's not a step backward, it's a 180 and a dash back to the start for PC gaming. I want a serverbrowser with filters, favorite lists and no matchmaking. and clans can now have "private matches".....and competetive mode for a match......maybe IW.NET will charge extra topdollars for this. I mean, why not make money from clanning as well. damn competetive gamers are making money, winning prizes with our game !!!!

Search for Games -> Allow Custom Content.
This is functionality that the fucking Smackdown vs. RAW games have on 360. It's not absolutely necessary to have a dedicated server set up to allow mods or custom maps.

I'd presume that this and the soon to be compulsory changes to BattleNet are related, with the ultimate idea being to have a system which mitigates piracy concerns and streamlines (or should that be steamlines?) DLC distribution to an audience made captive by compulsory- or as near as possible as can be got- sign up. Also, the idea of having paid for mods for Diablo 3 could be migrated in which case you basically require publisher run servers for the copy control.
Certainly the Activision CEO is extremely vocal about his intentions to milk every cent possible off his customers.

IW.net isn't hosting the game. It's for matchmaking and stat tracking, like Xbox LIVE, GFWL, Steam (as implemented in L4D), Gamespy, or any other matchmaking system from the past 14 years. The game hosting is peer-to-peer, so (theoretically) if you set up a custom match with a custom map or some sort of mod, provided another person has the same map or mod, they can connect to your game (depending on how the back-end is set up, a person could even download it from you when they connect, but that'll fuck with your bandwidth something fierce). I don't see how this is so hard for people to understand. It's like you haven't played an on-line game from before 1999.
Really the only time a dedicated server is absolutely necessary for an on-line game is if it supports more than around 12 players in a match.
And really, what's the logical progression from '402 has no information about modding' to 'Therefore no modding will be allowed.'
