Stephane D'Astous stated in this video that they will release information on the second project (thief4 probably) in 2009. Does this mean that the game is already in development and for how long?

They're still ramping up their studio and building the full team for DX3 (or DX:Subtitle). Whatever their second project is, it's almost certainly still in pre-production, with a small group of people outlining the details, lining up all the bullet-points marketing will want for selling it (which consoles to support, who's the main character, all possible moves for groin-stabbing and mercilessly butchering pagans, all that fun stuff we expect from console stealth games these days), and trying to get Eidos to sign off on it.
They won't say anything public until after the project is green-lit, funded, and they've started staffing up -- and probably not for six months after that point. Once they do announce, they'll be 12-18 months from shipping. Don't expect to see anything on the store shelf until the 2010 holiday season.
Part of me hopes they're not doing a new Thief. We're fans of a gaming niche; they have to appeal to the widest possible audience. We will be disappointed.
We're not going to get T1/2 or DX1. At best, I'm hoping for something as fun as IW and T : DS were. I was able to enjoy them for what they were -- not as good as the originals, but still fun. But those games had the advantage (huh!) of several people who worked on the originals. The new games won't have that, and may bare no resemblance to the originals except in name only.
Eidos may surprise me in a happy way. But I'm not holding my breath.

Whatever that second project of theirs might be, it's definitely in preproduction. Preproduction may take anywhere between 6 and 24 months, depending on many factors (including a few random ones).

Yes, I do want a Thief 4, but I don't mind how screwed up it ends up being because I'm really looking forward to The Dark Mod.

The article describes it later as Thief 4.
So it´s obviously not a T3 remake. It´s just the writer getting confused with the names DX3 and Thief 4.
