I think that the Clinton massacre thing is triggered when you enter by the front entrance, after which Navarre follows you in, massacres everyone and expresses admiration for you (she things your shades are fetchy), regardless of whether you actually used a weapon. The only way is to go in and out the soda machine entrance.

IIRC, there is one open window leading into Castle Clinton from the side that is blocked by heavy crates. If you have the strength aug, you can lift/ push them out of the way and go in that way. I believe this is also a non-violent way in (but risky).

I did that the first time I played. But be careful - you are also easily seen by two guys when you enter that way. I ended up having to shoot a couple of the guys because they started shooting at me and I had no tranq darts.

Strange. Navarre NEVER followed me in, no matter what entrance I took.
As for Sabots: I actually found that picture of Simons augs, I just couldn´t remember (I play on a different PC). But I´m pretty sure he had the ballistic protection aug. So, doesn´t that count as armor as well? If so, Sabot would be better wouldn´t they?

Sneak up on enemies and take 'em out with the baton (this is better than the prod 'cos prod needs charges and they are gone in a jiffy). If you hit an enemy with no success than use your pepper gun to stun them and than hit 'em a few times in the lower back area. That should do it :D

Perhaps you should consider the flamethrower as an alternative to either. You only need a single burst to set an enemy afire, upon which they will just run around screaming until they die. This works like a charm on all organics like soldiers, those big bull-like creatures, MiBs, etc. It is useless against commandos and bots, but you have other contingencies, don't you?

To do Castle Clinton non-lethal, I would run in, then run back out and hide. The NSF would follow and the other agents would take care of them.
To be honest though, I don't remember what Sam Carter said after doing it this way, it's been so long.

For those occasions my best Bifford, I have the all mighty sniper rifle :)
I have managed to finish the game with those things at my dispose. I did use a cpl 'o grenades. Those come in handy at times.
