If memory serves, it actually looks like they used his face on the servant in T1/2.

...because they were, like many before and after them, looking at the wrong Stephen. There are 2 other actors with the name, and countless others involved in media, theater and movie production with the same exact name. The one they were looking at looks like he could successfully pull off Garrett in a Thief movie. Here's a pic of him:

so thats how he looks like?!!! wow!! i didnt expect him to look like that... to say the truth, i didnt know what to expect, since you dont get to see garrett's face clearly in the game....
he's older than i expected though... at least i dont have to wonder anymore. thanks for uploading the pics guys!

The side-veiw of his face resembles DS Garrett quite a bit. The heavy brows, protruding nose...
Anyway, the voice is what counts, Garrett fits no voice other than Stephen Russells.
