hah. It's a big buggy but Street view is all (http://members.iinet.net.au/~ragtag/gview.jpg) pallettised as well, and your little man is some rougelike looking guy.

I guess in New Zealand the 1st of April has already dawned.

It's a tileset from Dragon Quest/Dragon Warrior. There are even some random monsters strewn across the map.
