There had been over-the-top Mr. T Vs. fan comics on the net for years prior to Family Guy. Mr. T vs. Titanic, the Cybermen, Eminem, cows, etc.

It just seems to be the most random game idea that some dev. drunkenly joked about to a publisher one night. They just took him seriously.
