Do you have the climbing gloves? Is your mission to go in at this time?
You must have the gloves, and your mission must be to enter the tower at this time. You can't do the missions out of a specific order.
If the answer to both is yes, then
Face away from the wall with the vents on it. Look to your right front and you will see a curved tower with pipes on it.
Go to the tower. Slip into the niche to the right. Jump to the wall and climb above the pipes. When you get as high as you can Strafe left until you are above the pipe. Back down slowly. When your weapons icon vanishes you are ON THE PIPE. Once there SLOWLY TURN YOUR BODY TO LINE UP on the pipe. Don't just turn your head and look.
In T3 your first step is the direction you faced last. IE. If you are looking straight and come to a stop. If you look left and start to move, you will take one step straight ahead before you turn left. This can drop you off the pipes, a wall, a cliff, etc.
When you are lined up with the pipe, walk to the GLYPH, and USE IT. You will then enter the Clocktower. Bulgarian_Taffer on 24/1/2008 at 19:48

Glad you made it. Come back anytime and we'll be sure to give you a hint or two. Not always as specific as this one, but who knows.
Good luck. Pay real close attention to the first level where the pendulum is. You may find that you need to try to come back if you don't. :ebil:

never mind, I found him... Now in Garrett's apartment, then back to the Old Quarter.
