I noticed that Garrett has a hood, yet no cloak...i also noticed several Npc's refer to Garrett and his cloak, so did the makers of this game edit out his cloak??

I think sometimes he wears a cloak, and sometimes he doesn't. A hood can attach to any type of clothing, so he could always have a hood.

Both, I suppose.
The voice-overs are done separately and often before the development is finished.
I suspect there were earlyintentions of giving Garrett a cloak, but the animation would've been too difficult or time-consuming. Also, it would appear that it was decided that Garrett looked "cooler" if you could see what he's wearing under the cloak. As a player, if you're playing in third person, it's easier for you to control his movements if you can see them, AND it's more satisfying to watch. I wonder if they left his arms exposed just to increase his visibility for the player. Continuity be damned!

I seem to recall someone (ascottk, I think) managed to acquire an earlier iteration of the T3 Garrett model with cloak intact. I think the cloak was cut since things were easier that way, yes.
