If I'm getting things correctly, he's a former entrepreneur who first made tons of money in order to fund his project, that's what I get from the manifesto anyway... So he wasn't on payroll, he dedicated all his time to the planning after securing enough funds on his own. He's basically a dark-side batman, focused on a single goal. My posting style is ridiculous & tl;dr sometimes, I know. By "It doesn't grok", I meant to answer my own question with "no". So I totally agree with you. It doesn't make any sense for this guy to be a government stooge. Everything I've seen says he really believed this stuff.
Then I went on in the tl;dr part of my post to rail against all conspiracy theories generally. So I'm completely sympathetic with the way you're thinking. This was a man on a mission, his own. (Well, someone might ask about the Knights Templar club & the email lists, etc, but rightwing kooks trading fanfics do not add up to a conspiracy either, I think. No, seems this was all his personal self-indulgent "heroic martyr" fantasy in his mind.)

I admit that I picked-up the Muslim cartoon angle from "the news" (CNN) but didn't research it much. (I overheard the connection at breakfast.)
It seems to me that it's generally difficult to plan any act of terror. If you are planning to stage something that will have an effect, plan to attack those with the money as they are the only real arbiters of change.
I'm just so sick of hearing about random citizens falling victim to terror. I want it known that I feel that enacting Terror on innocents is not only grotesque but also very STUPID. If Terrorists somehow see that these acts are viewed with the lack of respect that we grant Darwin Award victims then perhaps it will give them pause when they decide who to attack. If you attack innocents and expect a change, you are a MORON period.
Now that I know that this guy is targeted the children for the reason of "stopping future generations" his actions, while still vile, at least have a more consistent logic. As in "You kill the parents, the kids will avenge them somehow." Though, in this case, the idea that these kids are really that connected to "the cause" is batshit insane.
