I know you can get pack rats in mournhold but is there anywhere that you can buy pack guars on the Vvarndefell???:grr:

On Vvardenfell itself? I don't think you can buy pack animals in the original game, but I know of several mods which add various pack animals. There are pack guars in the game, but I don't think you can buy one.
