Not propably the most important question ever, but who are those humanfolk in the Citadel? They speak like pagans and seem like pagans (without the face-paints), but still hang around near the sworn enemies of 'Leaf Devil'...
Bad level design?

They are Pagans.

But why then? There's no reason for them to be there as the walking sushi guards the place. This is similar to situation with that Hammer in Gervaisius' mansion: not explained and totally awkward. Well, I'm busy with Keeper Assassins on my tail, so no time to wonder this one...

Both, the Kurshok inhabitants and the Pagans want the world to be more "rustic" as it was when the Pagan gods ruled.
Maybe they are aligned in the "battle" against mechanization. A mutual defense pact or some such.

Perhaps you noticed some signs of battle on your way through the citadel? Dead bodies and such? If you did, or if you heard certain conversations through the mission, you'd have found out that the Pagans (both humans and ratmen) were invading the Kurshok citadel. If you wanted, you could engineer a running battle throughout the entire place just by using a few noisemaker arrows and bringing the two factions together.
At any rate, the pagan presence in the citadel is not random; it's explained, but you've gotta watch for it.

I'm pretty sure there is a conversation between 2 Pagans at one point where they indicate they are there for loot. Or possibly they are trying to retrieve the crown. There are some rat/ape/whatever men who are also planning to try an egg raid and will get into a fight against the Kurshok as well.

I never faced pagans near the ratmen, but I saw two rats making a kamikaze against the Kurshok. Now that you mentioned it, there were dead bodies near the stairs near golden drapes (special loot) but I missed witnessing the action in this one...

Hmmm my memory is a little fuzzy but weren't the Pagans looking for the big crystal that you find in the amphitheatre?

Right, that might be it. Also, after playing forward in the Keepers' place was a text about the Artefacts and that
Crown was one of them.
It could be read between the lines that Pagans knew it and were also after that... They already had their own experiences of the Artefacts' potential.

Well seeing as the crown was a relic granted to earth by the Trickster himself, I think they were going on a "last crusade" type quest for a holy relic. Other loot was also discussed by them (
the horn and the crystal/ratmen stealing eggs
) but their main objective was to steal the crown back from the people they thought were unworthy.
