What's weird is the bit in that quote about corporations paying taxes. Back when that game came out corporate tax laws had actually been largely fixed for the first time since Reagan's administration. Corporate tax revenue as a percentage of GDP was the highest it had been going back to at least WWII. Of course, one of the very first things Bush did when he took office was reopen all the Reagan-era loopholes, but there you go.

I don't think the rate is the problem. The problem is that the rate itself is kind of a joke due to the aforementioned loopholes. We keep hearing about large and profitable companies who lobby continuously about how high the corporate tax rate is - but themselves aren't actually paying any such corporate taxes at all. IIRC, GE and News Corp were recently in the news.
