Ok then direct hints:
1.
between the 2 iron doors, there is a valve on the pipes, rotate it and it will break down, you have a nice hole2.
swim through the 2 iron doors, turn R, L, L and where the water is deeper (don't forget to pick up water arrows), jump out. you see a golden plate below the pipe (attention high pressure or sg.) rotate that big copper gear3.

I still need some help.
I found the map in the congress room, but the captive-task didn't checked off. I have no key for the air-mail-dept. and I don't know why the vault door get closed after opening a deposit box.

The second one, "don't use any weapons against the mechanists..." everything is okay, i can walk there, and pull the lever - unless i go downstairs, then they catch me...
maybe because i moved the mechanist priest?
