While much of the voice acting in the Arkham games is lifted straight from The Animated Series, comparing basically anything else is kind of silly. The sexual pandering they do with Harley is probably as close as I've come to John Walker-esque outrage while playing a game.
Then again when I was 12 I was playing Leather Goddesses Of Phobos, so whatever.

It's since been explained to me it wasn't the ESRB-rating the parents were concerned over, but the addictive appeal of certain games.
The kid had his pc access reduced for a good reason. He just functions better with less.

The first two Arkham games were written by Paul Dini, it's the same tragic character who's obsessed with a man who will never love her.

No argument there. Her character design is pretty questionable though. Especially the 2nd game.

If you're really gonna cry foul over stripperific outfits, then that I suppose we shouldn't recommend the majority output of the Western superhero comic industry to 12 year olds then. Eg Star Sapphire, Starfire, Power Girl's iconic costume with the boob window, Zatanna's iconic costume with the corset and fishnet stockings, etc.

Have you actually see B:TAS or The New Adventures of Batman and Robin in recently? There's dialogue in that vein too, uttered by Harley Quinn herself on notable occasions. I.e. the iconic "Mad Love" episode.

Except Harley's costume has traditionally not been that way. And even when she lost that cute red bodysuit she was still drawn with some manner of taste. More to the point, it was the overt sexualization of Harley in general. I think they went a tad too far, and that's
including all the other costumes you mentioned. (Nobody really blinks an eye at Starfire's costume, by the way, because she's traditionally been a very strong character in a very real way as opposed to the pseudo "strong" female character trope... at least until they absolutely ruined her for New 52.)
