I think Stalker is a modern example of games that fit the old mold. Keep in mind they'd been working on it since like 2000 or so, so it's definitely got roots in that era.

It's difficult to say and in the end it depends on personal taste and expectations. One thing is for sure, good games were easier to find in 1997. It was a time were "good" games mostly meant good gameplay, and not big marketing budget.
And I would even say finding a good game was even easier in 1987 than in 1997 because there was still good magazines talking about games. I'd really love to have something like "Jeux & Stratégie" again.

You mean as far as PC gaming goes, right?
Because 2007 was arguably the greatest year for video games, ever. I can't think of a single other year in which so many significant titles were released.

That's not a fair statement. Mods can improve any game by X percent better to your liking. Some people prefer heavy modification, other are fine with just few adjustments.
F.e. Oblivion asked for more mods to be friendly to PC gamer than Stalker.
When I think about it further, any PC exclusive game is above average in my eyes.

Marketing hype makes such impression. 50 percent of them will be forgotten or surpassed rather soon. How long are you gaming anyway?

Marketing budgets and sales figures have been driving the industry since the 70's at least. Hell, the only reason videogames exist as an industry at all is because Nolan Bushnell stuck a Pong machine somewhere and it raked in a lot more cash than contemporary amusement machines.
1997 being a great year for games is laughable to me, since 98% of what came out that year was a shitty attempt at copying the success of Quake or Myst. Actually, beyond Hexen 2, Descent 2, and maybe Fallout I can't think of anything worth a shit that came out in 1997. Most of the games people were gushing over that year were big budget FMV-based pixel-hunting games, the same as pretty much every year between the advent of the CD-ROM until the rise in popularity of 3D acceleration.

Never knew it was that old. Was it vaporware for a time? I never saw it on any lists...
