I tried to fill this out when I was struck with the realization of just how barren 2009 has been. So here's an abbreviated version:
Best game: The Void (Ice Pick Lodge)
Worst game: tie between ArmA 2 (Bohemia Interactive) and Dragon Age (Bioware)
everything else is lost in the sea of mediocre mediocrity.

Best Games Of The Year (can't decide, they were all awesome):
The Void - an original and interesting concept, unique atmosphere and gameplay elements, great visuals and music, this game was the biggest positive surprise in this year
Cryostasis - another surprise, great atmosphere, visual style, audio and a fantastic story ... but bad optimization
ArmA 2 - the military game of the decade, the real spiritual sequel to OFP (tops it in the number of bugs too, unfortunately)
'Meh' Games Of The Year
Call Of Duty: Modern Warfare 2 - it wasn't exactly bad, but pretty forgettable IMO, and definitely worse than the first one
Operation Flashpoint: Dragon Rising - I only played the demo, but it was enough to deduce that it's not worthy of the OFP name, and got too many things wrong as a tactical shooter too
Disappointment Of The Year
FEAR 2: Project Origin - a mere shadow of the first game

Riddick: Assault On Dark Athena - yeah, well, my PC is quite old, but I managed to get a playable speed without other problems in all games I tried except this one. uninstalled after the training level

Bohemia Interactive - for keeping the tactical shooter genre alive

Monolith Productions - for going from "To deliver the best quality title, the PC needs to be a focus." to FEAR2.
Infinity Ward - same as above, coupled with absolute insane public statements about CODMW2 PC (custom stuff like graphics settings, right?)

same here, so I'll keep my observation brief.
I was amazed to see Demon's souls take Game of the Year from Gamespot. With Uncharted 2, Modern Warfare 2, Assassin's Creed 2, and a million other high-hype blockbusters, The award went to the one game that offered actual amazing gameplay.
Its a bright spot in the fetid swamp of gaming journalism.. In the words of one commentor:
