There's going to be a million of those pickaxes available coming with an attached licensing agreement that if you bought - or looked at - one you're not allowed to disclose you've done it or face a lawsuit for loss of revenue to the tune of fifty trillion american pesos. Also payable in bananas. The social experiment will be to see how many pickaxes get sold before someone blows the whistle, and it will serve as a valuable market study for devs and publishers going forward.

Well now it seems obvious, considering Curiosity & Godus were brought up right at the same time. When they were brainstorming for the Godus game, it must have occurred to them wouldn't it be cool to have one uber-god over everything, and then how would we pick that person... And the Curiosity idea popped right out.
As for what kind of reign she or he'll have, it reminds me of that story where the president is randomly selected from the population, so there's no telling what you'll get, although statistically you'll probably get some pretty (unimaginative) normal Joe... Except if they have a stake in the game, they have an incentive to at least make it interesting for people to participate. But who knows; it could go to people's heads in all sorts of ways. Maybe that's the interesting part.
