I all for dispensing with crates altogether, save a few - with large amounts of stock - in sensible locations (a warehouse? a hospital?) which the player would have to find. Simply have more stuff just lying around (in offices, on shelves, in hotel bedrooms etc). Ammo should be a precious commodity and require some element of gameplay to acquire. Have the player utilise smugglers and fences to acquire bits of kit not authorised by his/her employers.
Maybe even some 'shops'.
Lockpicks should be a permanent tool rather than a disposable item, with a chance to break when dealing with tough locks.
I'm happy with only finding low levels of ammo on KO'd or dead targets because this can help to balance play. But if you took the time to pick up the body and move it somewhere more private, then a player would be able to search more thoroughly and perhaps find some more items. Just as long as there was no funny business allowed with limp bodies!
And I think there should be an ammo cap too. I don't think anyone should be allowed to carry an unlimited supply of napalm cannisters around and get away with it. No matter how augmented they are. Thereby giving the player another decision to make regarding which ammo he/she should be collecting.

I think the answer would be having more ammo on people, but to balance gameplay for the sneaky taffers allow them to have a pickpocket skill, with some chance of being noticed by the person.

I agree 100% with this. Many times I end up picking up useless stuff from dead AIs that I don't want, a "normal" pistol for instance. I find no use for it since i have the stealthpistol already...

Yeah I agree with the idea that there should be shops. Artillery supply stores, with closets that you can pick and they contain crates, which is logical. I also feel that the game needs a bit more sneak factor, possibly a level where a disguise was required would be cool.

Eric_half_bee, the ammo was capped. The reason you were allowed to carry so many rockets/napalm canisters/clips/darts/grenades was because nobody used each kind. For example, I went through the game on realistic using only the pistols and the grenades.
The crates were kind of annoying, but they wouldn't have been nearly as bad if they only had 1 hit point.
About the armor: I never used it. Why should it draw power constantly? The thermoptic camo I used, but not the ballistic armor and rarely the hazard suit. In System Shock 2 there were 4 types of armor: Light, Standard, Heavy, and Powered. Only the latter needed power.

Why move the bodies? The AI NEVER noticed bodies. Just leave them there. I don't know why people bothered moving bodies. Who Cares. NPCs don't even notice. Seriously. They are oblivious to a dead bosy even if it is placed on their patrol path. They wouldn't even notice. So don't worry about the bodies...
