Actually I was having a moment of total stupidity and thinking they could store a hash of the data and not need to retrieve the originals, but that doesn't work at all. Perhaps the data is actually still secure, and the reported instances of fraud are merely statistical likelihoods given the sheer quantity of people concerned.
