From memory there is a couple of PS2 games that made the jump over, but not many, due to the lack of enough buttons on PS Vita / PSP compared to that of the PS2 controller.
And my vote would be for the Vita, purely down to the age group that it is aimed at. Nintendo in their never changing stereotype aimed the 3DS at the younger market (so 16 and younger) where as the Vita is aimed predominately at the older market (so 18+). For that reason it gets my pick.

On topic, just find a cheap Game Boy or Game Boy Color and play Tetris. No handheld game has or probably ever will surpass it.

I have a 3DS and I've been enjoying it quite a bit. However, the selection still seems a bit sparse to me. From what I have, I'd recommend Fire Emblem Awakening, Kid Icarus Uprising and Super Mario 3D Land. Despite what you may have played recently, Super Mario 3D Land is one of the best in years.
Other games on my wishlist I haven't grabbed are:
Kirby Triple Deluxe
Mario & Luigi Dream Team
Phoenix Wright: Ace Attorney - Dual Destinies
Two Professor Layton Games
Legend of Zelda: Link Between Worlds
If you're thinking of dabbling in DS games you may have missed the first time around, the 3DS is not really the recommended way to do that, unfortunately. Screen scaling looks a bit ugly due to the 3DS resolution change. I took some photos of this a while ago:

I'm thinking about getting a Vita, but the only *real* reason I would get it would be Ys: Memories of Celceta and Gravity Rush. Check those out if you're looking for more potential Vita games to make your decision. If you haven't played Ys 7 on PSP, grab that on PSN as well. Oath in Felghana and Ys I & II are good too, but you can also get those on Steam now.
I highly doubt that PS2 games would work on the Vita, however. PS1 on the other hand...
Jason, as classic as Tetris is, I've probably had more fun with Meteos on DS than Tetris on GB.

Just a note - on the 2ds the ds emulation seems somewhat better than on a 3ds, especially the xl.

I know all about Etrian Odyssey. Loved the first one, but haven't played through the rest.
And since I just discovered that Persona 4 could be picked up for $10 on the PS3, the 3DS now officially has more games I'm interested in. I'm starting to lean heavily towards it.
...or if I could find a cheap one or the other, I might just end up buying both.

I'm surprised no one has mentioned Luigi's Mansion for the 3DS. It's delightful (edit: and it doesn't matter if you never played the original). Also be sure to check out Pushmo and Crashmo, cheap Nintendo-made downloadables in the e-Shop that make great (but subtle) use of the 3D.
If you're tired of 2D Mario games, Mario 3D Land might wet your whistle still. It's got a lot of stuff like those hidden challenge areas in Mario Sunshine, if you ever played that.
Zelda: A Link Between Worlds may not be as tough as some of the Zelda games of old, but it adds some interesting twists to the formula and is a lot of fun.
Some people have mentioned only playing portables when traveling. I like that I can play 3DS games in bed, while my girlfriend is asleep.
