I've really got to replay that mission because I never found the Widow the first time around. There was some woman sleeping on a bed but I'm fairly sure that wasn't her.

She's up a staircase near some nobles who's conversation involved saying 'quite' a lot.

Each time I played that level, I brought her the wine and did not steal the special gold, and both of those times there was a bottle of loot-value (non-junk) wine waiting for me at the apartment afterwards, along with a thank-you note for the wine and for not stealing. I even took a screen capture of the thank-you note. I've never tried it the other way, so I've never encountered Curtis.
So, to answer the original poster's question: Since it is loot, it cannot be used in the way you suspected.

Pity that devs didn't put more side-quests in the City sections. I've just count and it appears there are only 14 side-quests in the whole game including quest about finding maps and faction status. By these side-quests I mean quests which appear in the "Notes".
And even those 14 are exceptionally easy and not too interesting..

Yes, I really expected more from the side quests, but they were just boring and you didn't get any worthwhile rewards anyway

Can someone give me more details on the thank you speech for the wine? I got a bottle from the kitchen and dropped it on the floor and when see's me, she runs.

Edwina Moira is the one in the room at the very top of the winded staircase, not one of the female guests or servants... She's kinda easy to identify, wearing all black and a veil.
From your description ("when she sees me, she runs away"), it sounds as if you were trying to give the wine to some servant girl.

Strange. I played through the game again. This time I found the Widow and gave her a bottle of wine. Since I was playing on expert difficulty I had to steal the loot her husband left her in order to complete the mission. The thing is, I never saw any consequences - I check outside my apartment (the one you start in) several times but never spotted any notes or thugs out for my blood.

It is a cruel effect of the Expert mode on that level that you have to steal her special gold to win. I was actually playing on a lower level after I got Thiefbot, so I wasn't forced to go on treasure hunts for every special loot, but I kept the AI difficulties cranked up much higher than Expert level.
Anyway, perhaps the developers dealt with this issue by removing the consequences if you played it on Expert? Or has anyone come across these consequences on Expert?

I just replayed Overlook today, on Hard so I didn't have to steal the widow's gold. I noticed that the wine and note from the widow were in the apartment, but the letter to Curtis also still appeared on the bench outside. Curtis himself decided not to appear, however. I have seen him on previous playthroughs though. It would be easy to miss him amongst the other AIs patrolling about the fountain if you weren't thinking about it.
