Provided you have the rig for it, the game looks best on the PC. The differences aren't overwhelming, though.

The magazine says that the PC version of the game is the best looking and that it is "gorgeous", that the Xbox 360 version has textures that are "noticeably rougher" and that the PS3 version looks the same as the Xbox 360 but with slightly jaggier and rougher objects in the distance.

Keeping in mind that this is roughly the same engine that powers a now two-year old Oblivion, it probably won't take the very pinnacle of current-day PC configs to run this game on max.

I also have F3 on preorder (360 version) *gasp*, and have even gone so far as to reserve the utmost offered supra geeky version. I have been proudly rocking my pip-boy keychain for a week.
Will this be more Fallout than Fallout? All signs point to no...but I expect it will be great fun regardless as I'm about due for some hot post-apocalyptic action.

I ordered Fallout 3, though I fear for my PC - I don't meet the recommended specs in any of the categories (as I only have 1 gig RAM, a 7800 GT, and an AMD 4200+). Obviously I'm not expecting to run it with all the bells and whistles on it, but I hope I can run it without the game looking atrocious. I'd just get it for 360 but mods were rather integral to Oblivion (particularly with fixing bugs). Of course, I could get a new PC, but I just don't play enough fancy games to justify the cost yet.

Feargus Urquhart. I forgot where I read it (Fallout Bible?) but I'm positive. It was a small witty kudos to Urquhart from the dev team. This icon replaces the default radiation symbol either if you have set large icons in Windows 95-98 or it displays automatically in newer Windows.

It's pretty much justified, considering that he was visiting TTLG for fan inputs and several times he was assuring people that BS will be nearly identical experience to Shock 2, but in the end it was not. Now that I look at it back I see his past "caring" visitations more like part of PR campaign. Several good advices from the locals have been ignored (like ZylonBane's suggestion to remove colored camera beams etc.). Not everything on the result may be his fault, but just like when directors are blamed for bad films, lead designers are blamed for bad games. And multiplatform compromises did the rest of the 'good job'.
And either you don't play many good games or the state of industry is really that poor.

I think your PC can run it just fine, it seems less demanding than Oblivion (played it on 360), it seems like they've optimized their engine quite a bit + it doesnt contain the grassy areas which was a huge FPS drainer.

Just read one review in local gaming mag and miniinterview with certain Beth guy. Things I dislike just from reading about them :
- You can find "boobleheads" in the wasteland which add you points to your SPECIAL stats. That's pretty stupid. Similar to collection of flags in Assasin's Creed or statuettes in GTA Vice City. It smells of arcadelike consolitis.
-Camera in VATS is buggy and sometimes focuses on opponent from bad angle (indoors?).
-NPCs are ignorant of death of important characters who live near them.
-Bad animation of NPCs running down the hills.
Not sure what to think about it yet:
-No time pressure, free roaming, nobody pushes you to progress in the main quest.
-3rd person mode can naturally tempt to "cheat" by peeking around the corner. But it's up to the player if he uses it.
-Convos are certainly better than in Oblivion, but not as rich as in original games.
-Your chance for critical hit raises considerably if you attack an unaware opponent.
-Unlike in Oblivion, you need to have lockpick/hacking skill on certain % level to get into lockpicking/hacking minigame, but certain perks or tools can help you.
-Item manufacture system could have been better. Schematics are scarce and you can carry lots of junk only to realize at the end it was useless to you. But you'll be wiser in next campaign.
-The "grey zone" in the middle of bad and good karma allegedly offers most various quest opportunities. Possible discouragement to become good/bad guy?
-Radiation allegedly doesn't have very dangerous influence.
Good things :
-Having access to number of sidequests demands you to take other sidequests before you can get them, many quests seem to be reserved for specialist characters or good/bad alignment. Less sidequests than in Oblivion, but they have more depth. High replayability for sure.
-Rare perks as quest rewards.
-Many difficult fights can be avoided by talkative and charismatic characters.
-Ammunition is relatively scarce. This leads to thinking about beter tactics or even temporary avoidance of combat areas. FPS Doomsayers shut up already!
-Supermutants are tough, but don't have advanced weaponry in earlier phases of the game. This explains the early "Orc with mace" press screenshot.
-Armors can be damaged, damaged armor protects you less.
-Pickpocketing allows to place an item as well - grenade or explosive.
-Radio transmissions contain useful info.
-Easier difficulty = less XP and vice versa.
-No NPC auto-levelling (at least not obvious impression of it.)
-Gestures and face expressions of NPCs are better than in Oblivion (but will they beat Vampire Bloodlines?)
-Motion blur faithfully simulates head damage (and probably drug effects too.)
-Certain harder enemies allegedly make you grateful for having VATS (perhaps depends on difficulty).
-You can play a rrrreallll badass - sell drugs, kill for bounties, harass innocent people and children... with appropriate consequences.
-Story maybe isn't superior, but it's pretty decent.
-Tranquility Lane (something trippy). =D
-The ending can have allegedly up to 500 less or more subtle variations!
-DOWNLOADABLE CONTENT option in game menu. Expect larger plugins. Details are kept hush-hush so far. SDK is expected to be released, game should be easily moddable.
Their verdict : It's a lot "oblivionized" Fallout, but it's still Fallout enough and much better than doomsayers thought 4-5 years ago. However, many things criticized in Oblivion, which aren't compatible with Fallout style of gameplay have been adressed. Beth did a pretty good job in what it is good at.

Sure, but at one time, almost certainly within a year of when it was released (judging by the 2006 e3 video) it was "like SS2", and he's never going to come here and say "no inventory because we don't want to alienate the dribbling idiot demographic" and anyone expecting him to is a fool. In any case I'm not a fan of Bioshock's stock fps gunplay/ babying no mistakes no harm no foul gameplay and see it as barely adequate, but it does have excellent ambience, atmosphere and story for all its flaws.
