I think it's the Authors' choice whether to consider certain FM(s) as canon in their own missions or not.
Probably in case of third party people, asking the original author first if they are okay with it.

None of the fan missions can be or are canon - officially so at least - as far as I know, as it would both require to be fit into the main storyline without retcons and inconsistencies and approval from either the long closed Looking Glass Studios or the authors of the original trilogy, neither of which would be likely.
However, many fan missions are/were designed in a way, that they can (or could) be canon and fit into the OMs' storyline nicely, should incorporating FMs into the canon storyline ever became possible.

Also the missions of Purah are indirectly mentioned on multiple occasions, including but probably not limited to Lampfire Hills mentioned on several occasions as well as keeper correspondence about Mercedes which suggests for me that his FMs are considered (at least partially) as canon from TBP's perspective.
