In TG/T2 where there's prisoners the ambient sounds have some prisoners moaning and saying stuff that sounds like, "... strengthen my own foundations..." or something like that.
Anyone knows what they are actually saying?

The voice is really sobbing and fearful, so it's hard to be certain, vowels and fricatives are inconsistent with the repeated lines. The ones you are speaking directly about are plead1, plead2, plead3, in the SFX folder in the zipped SND.CRF.
"Ohh! Strike me to my own foundation. Strike me to my own foundation. Strike me to my own foundation."
"I wanna see the building. I wanna see the mountain!"
"Help! Please! Nooo!"
The rest of the prisoner speeches are much more intelligible, when they are not outright gibberish:
"Aaaaa-aaa-uhh... Woe is meee..."
"Wha' wuzzat?
"Oooo? Go away!"
"Huh?"
"Wo-hoe is me-hee!
"Huh? Who're you? Go away!"
"Who? Sorry! Sorry! Sorry sorry sorry sorry! Don't hurt meeeee!"
"Hey! Ca'you get me outta here?"
"Oh well."
"Rats. Always rats."
"Oww!"
"No!"
"Ouch!"
"Noooo..."
"Ah! No, I didn't do it!"
"No no! It wasn't mine!"
"I am your shadow!"
"Kill them! Kill them all!"
"Oh, nothing again..."
"All gone. All gone."
"Son of a--!"
"I like the dark! 'Dark' for 'dark' business! And I've got business in The City! (Insane laughter)"
"They put me here, because I was urinating...in the street. Now I ask you, is that fair?"
"There's no law in The City anymore. No justice. Just the strong abusing the weak! Shame on us! We let our fair city down. She's ruined and we are doomed!"
"Life stinks, and then you die! Then life goes on without you. I'll never get out of this stinkin' hole! Why would I want to? Life's no good anymore, for an old codger!"

I always found the prisoner sounds greatly helped to the ambiance of the levels. Particularly for Cragscleft.

Yeah, the combo of rats, chains, and the unhealthy and/or barely-sane vocalizations really solidify the ambience.
