The description says this is a prototype running in real-time on Playstation 3, so it may be assumed their new game will be for current gen PS, not PS4. Cage says the demo actually is already a year old and Kara has no relation to their new game, it's similar to the tech demo for Heavy Rain in that regard.

I suspect that at this point QD's putting out this video less as a "tech demo" and more as "heads up, we're working on something" sort of vignette. And as far as I'm concerned it's working. As I recall I'm rather not in the TTLG majority on this, but I loved Heavy Rain and am definitely looking forward to whatever these guys put out next. Hell, I'm actually a bit disappointed that this tech demo's not supposed to be related to the actual game 'cause I could see QD make something good of it.
