Thief doesn't loop a single long "walking" sound like most games do. Instead it has separete steps sounds, which are played after you travel a certain distance when walking.
If you stop before that certain distance there will be no step sound and yet the distance counter will reset, so you will be able to move a bit again with no sound, and so on.
The most basic way of doing this is simply hammering the forward key instead of holding it, but optimally you want to hold it for as long as you can before the step sound plays.
