Selling select ports is not a valid substitute for actual BC. BUT the PS1 titles on sold on PSN are proper emulated games and not ports, so there's still some hope.
Regardless I would purchase certain titles that received terrible PAL conversions such as Devil May Cry 1 (over the US PSN) or never saw PAL release in the first place (eg Xenosaga 1 & 3).
BTW I advise against buying any PS1 titles from the European/Australasian PSN, these are all PAL versions, AFAIK. So none of the games are running at 60Hz, nor are they all proper PAL conversions. Eg FF7 on the Euro PSN is the same bastardised conversion that we saw back in the day.
We live in the HD age, so video standards no longer matter, just buy titles from the US PSN.

Yes, just register a PSN login from your desired region. I'd google an address in Delaware, since they have no sales tax.

Once content has been bought and downloaded, it should run on any PS3. The only restriction is paying for shit, you have to buy region-based PSN currency cards or have a credit card registered to a physical address in that region. Virtual credit card services come in handy here.
