As far as I remember, it is possible to get them to drop their jewellery: you have to use the bow though, and keep them in the site until they throw up their arms before they runaway.
Beyond that, yeah, with a little playing in the editor, you might be able to up the respawn rate, but if you're unlucky it requires making new versions of all the maps you want affected (rather than just a "simple" gamesys change)

this is how ai work in thief 3,if you knock someone out,for that day he will be knocked out,but as in real life then next day he will be back on the job good to go,i did not like it at first,but it makes game more realisticmjust keep track of when days change and you will master it
thief 3 would have been boring if once you knocked them out they were gone from entire game

Not only are they knocked out for the day, but if you go through a loading zone and come back in the SAME day, the AI will be gone, and another AI will have taken it's place and resume the previous AI's activity, UNLESS the AI is considered a main or supporting character. If it's an "extra" it'll be replaced.

As has been mentioned - bow, loaded with broadhead. Stand in front of them and point it at them. Keep the arrow drawn. They'll drop their stuff and run for cover.

it was the first time I tried and I didn't bother trying again. I thought that the dagger would be enough of a threath and when I saw it didn't work I decided not to bother anymore since the good stuff can be found better by pickpocketing or raiding a house rather than mugging people (not a very stealthy approach that made me feel like I had lost all my skills in thieving)

NPC knocked out, not killed SAME DAY respawned less than 3 mins later.
Thats what I'm trying to change, I don't mind them respawning... but a respawn in less than 5 mins is annoying.
Example "Old Town" near the guard shack, I wipe out all 3 guards there with a gas arrow. run away come back, all 3 guards are standing there again.
And I'm sorry thats just BS.
*edit* And I am not leaving the map and coming back, I hope that clarifies things.

Hmmm, I 'think' you can decrease the respawn rate in the editor....but I'm not certain anymore. Man, it has been such a long time since I've looked at the thing. If I get around to it today, I'll take a look for you.
