They've got some DRM thing where if you buy a second hand copy there are small sections of the game that you can't play. Supposedly they aren't essential to the game, although I don't understand why this would even be an issue since the game uses Steamworks. Which means registering the game with steam before you play it, so there is no way to sell your copy of the game.
EDIT: I guess if you're buying it on a console you can sell the game again. I should've thought of that.

Yes you suck.
Anyway, new copies for the PC are the Anarchy Edition, which means you get the double barreled shotty, FISTS OF RAGE, some buggy, some armor, and a couple of sewer missions. Actually I guess the sewer missions might just be a new-copy redeemable, I dunno.

the sewer mission is just a little hatch near the first settlement . a wave of mutants spawn, you kill them, you loot some corpses, you leave. it is just one room. still, such exclusive DLC is always bad,
no matter how trivial.

There are multiple sewers you can enter. Also, they're not Anarchy Edition exclusive, but hm, new copy exclusive.

FWIW, on a retail copy the codes for the anarchy pack and the sewer missions are printed on opposite sides of the same slip of paper.

Remember Super Mario World? Part of the fun of that game was the metric tun of levels and secret exits from particular levels that led to other places (like the Special world).
I never imagined the day when developers would put code in a game to deny honest players part of the experience. Even if it is just a couple of small levels, that just isn't right. I played SMW until I had like 105 percent or something. If part of the levels were artificially locked out, I would have been pissed.
I'm not counting debug levels in games here because (most of the time) they are hidden for a reason.
And for those who say "it is just a sewer", Bafford's Manor had "just a sewer". Deus Ex had "just a sewer". The sewers were some of the most memorable parts of these games.
