Lots of wilderness, lots of Soviet military/science installations, and not a lot of money to support smaller cities after the collapse of communism means there's a lot of abandoned towns, cities, and bases.
A lot. Like, 1/6th of the world's landmass used to belong to the Soviet Union.

Eh? Cut down on the Cold War fiction, towns get abandoned a lot harder than you seem to think. It's more likely for small villages, granted, but nowhere on the scale you're trying to suggest. Small towns are gray and boring, big cities never sleep. As for industrial installations, as a general thing the only ones to fall into ruin are from the smaller ones, most of everything else gets sold to Western European companies for official peanuts and big unofficial bribes. Note that I'm referring to the former Eastern Bloc in general here, not exclusively to the former USSR. The latter indeed is said to have had a higher rate of settlement collapse due to economic reasons during the fall of Communism, but this at least doesn't turn Russia itself into one giant fallout zone.
All in all, regardless, the reason this aesthetic is predominant in games is simply because it's far more interesting. What you're seeing is recycled Prypiat, which is pretty damn compelling for such purposes by providing a context where the environment itself appears oppressive to the observer.
