Was anyone still holding on to some hope there would be a PC ver.? That game has long been off my PC radar.

Lots of PC-only gamers were very verbal in wanting the game on their platform. I understand their disappointment, but too often it comes with a generous helping of entitlement issues, as if Rockstar owed the PC crowd to publish Red Dead Redemption on computer, and they not doing so just because. It's especially funny/sad when the very same people complain about the GTA IV port and then say that it'd be easy as anything to port RDR so why doesn't Rockstar get its act together and do it?
Next 1 April, Rockstar should announce that RDR is coming out on Mac.

That was kinda part of my point. I mean, GTA IV comes to PC and they get MAULED for the specs and performance. Why they skipped this one was pretty clear. They couldn't win either way.

What they said wasn't necessarily "we're never making it for pc", it was more like "we don't think it is worth the trouble at this time because of technology and business reasons" or something like that.
So, maybe eventually but I certainly wouldn't wait for it.

How long did it take for Manhunt 2 and Bully PC ports to land after the initial game releases? There was precedent.

The optimisation and porting groundwork has already been done with GTA4 . RDR runs on the same engine, so a decent port would've likely run relatively fine out of the box.
Also GTA4 was released in fucking 2008, we've had at least 2 hardware generations since then.
All anger over the GTA4 PC port at time of release was justified.
