My problem is that I simply cannot get Tyrus to follow me to the cell where I'm supposed to imprison him. I've tried many times, but he won't follow me up the final set of steps to that area, he keeps turning round and going back where he came from.

Just replayed up to this point, once you throw the scroll onto the balcony you do hear a voice saying "She's running away - follow her." but it's a very soft voice and you may not have heard it with the loud(ish) noise in the background.

Many years ago, I played this mission as well, and it was possible to throw the scroll onto the balcony, but it was rather complicated to do so. I had to climb the fallen tree and run towards the wall of the house, then turned to the balcony, and pressed and held the "run to the right" (maybe "strafe"? I don't remember.) key. Now I used the mouse to aim while the still pressed movement key made sure the player was "glued" to the wall instead of sliding down, and I could finally throw the scroll successfully.
