Scary.....
Its not scary try playing F.E.A.R. at midnight with no lights on  , and you will never be scared of that level again.

Consider Thief's Age though and what it was like at the time compared to the other games around.

The feeling of being in a very small, enclosed space with lots of evil undead.
And then having to go scavenger hunting through those infested buildings...
... it's like a nightmare come through.
(Only later when I learned where all the items are that Murus needs and especiall after I realized haunts could be dealt with quite easily, did RTC become less scary.)

If I can recall, there was a survey taken a few years back and RTC was voted the most scariest level in any game.

Yeah I do remember reading that. I remember reading it and noticing some really basic flaws in it though 'cos the review said something like the Haunts were ONLY found in that level or something and getting a bit annoyed with it :S lol

Parts of F.E.A.R. were scary but I thought the level from T3, "The Cradle" was scarier than all the levels in F.E.A.R. put together.
I think most of the fear in Thief 1 comes from the noises the undead make. Also the fact that they can't be knocked out and require specific weapons to kill. Also the skeletons that make the chain noises are pretty quick so you have to move fast if they see you which gets most people's adrenalin going after focusing so hard on moving slowly and staying hidden for so long.
It's also just a normal fear a lot of people have from watching movies about undead creatures and the general human fear of dead things. Deserted old buildings and grave yards can be creepy by themselves especially at night. Adding the undead only makes it worse for people already scared of those situations.
Last but not least some people are just more able to absorb themselves into the game environment. Some to the point where they feel like they are actually there. I guess you could say it's a bit like being in a dream. The mind tells you it's real so it becomes real.
