what i thought was funny was the interviewer says that abstinence only education doesn't seem to be working as Texas has the 3rd highest teen pregnancy rate in the country, and perry replies "abstinence works" and the audience even laughed..lol

The impression I get from the "abstinence" crowd is that they think just having a class is going to change kid's values and attitudes. My opinion is that whatever your opinion on sexual conduct is, you should teach it to your own damn kid and stop trying to force your views on mine.
Still, it ties into a poorly understood cultural phenomena about the South. Evangelical culture is an extremely judgemental, black and white one. Oddly enough this doesn't result in people avoiding social taboos but only making sure to indulge in those taboos privately. That's why the North has more alcohol use but less alcoholism, more sex but less STD's and out of wedlock births, and more drug usage but fewer overdoses per capita.
You can imagine the kind of behavior this bizarre dissonance produces. You'll have guys with no qualms about sex but won't risk being seen purchasing condoms, girls who (true story) will refuse to read curse words while studying a Shakespeare play yet engaged in binge drinking and orgies, and the guy who wears loud, obnoxious "Jesus saves" clothing everywhere but gets stoned every night. Most radical evangelicals are just hypocrites.
Back to Perry he's been picked out as a carbon copy of Bush. He's got some serious issues for the right that, if the GOP actually was driven by its base, would have instantly disqualified him. In many ways (ie, the NAFTA highway) he's far more globalist friendly than the base would usually tolerate and his term as Texas Governor saw an explosion in both spending and debt. Yet because he's pro-war and loudly makes hay about "values" Fox news laps his bullshit up.

It was due to complete regulatory failure. Money was being made and nobody wanted that stopped, even if the cost was crashing the entire economy.
