If there are boats and submarines in Thief, I don't think horses and carts will hurt anyone.
Good point. Imagine if TDS tried to introduce Submarines, and it didn't exist previously in T2.
I'm not sure why I thought that submarines in T2 were OK now to think of it, lol.

We see a horse and buggy in briefings, and hear them in the ambients outside the Rutherfords', so just seeing them would be nice. I'd like to see a mission end with Garrett hopping into a carriage to get a ride across town, but people will not like having their mission fail if they decide to blackjack the driver and/or horse. Yeah, without instant mission fail, it will be GTA. :tsktsk:
I don't want to see Garrett ride a horse, or to worry about any of that. Keep him slinking in the shadows during missions, and keep the rare taxi ride in briefings, or even a cutscene, but let's see horses and quadrupeds already that aren't animated like a bad gif.
According to a text in the Mage Towers, there are camels for purchase somewhere in The City.:cheeky:

I think it'd be cool to be able to ride in a cart. Instead of sneaking around on foot you can hitch a ride ;)

As long as it doesn't go too much the way as Assasin's Creed...

I like the idea. I like horses.
More animals, including dogs, mosquitoes and fleas should be good, too.

Perhaps you have to blow some of that extra money on buying flea remover for your new faithful pup?

I said it before and I say it again :
I'm all for the idea.
There's been a notable shortage of real animals in previous Thieves, so it's high time to fix that. They don't need to be overused, we just need the City to feel more bustling with life in all forms (not just humans and the occasional insect or rodent).
As for carts, I'd support the idea of stowing away in potential free spaces of a fully-loaded cart. Also, Garrett could maybe knock out the resting cartman, take his cloak and disguise himself for a while, so he could get around the City streets somewhat faster and safer. But otherwise, I'm against all other "disguise yourself and steal vehicles" mechanics. The cart should be the only reasonable exception. ;) Besides, riding a horse gives you minimum cover-up and I really doubt Garrett can actually ride a horse.
Other than the occasional cart-hijack, you're firmly on foot.
