I'm looking for particular kinds of FMs where it's essentially a city with a simple goal of either steal this specific thing, or hit a loot goal ala Shipping and Receiving. Basically FMs where the map is essentially a big sandbox for you to do free thieving until you hit a goal.

What comes immediately to my mind: Just Friends Part 1. As I remember there are not many must-do goals and you can move freely in the city.

I think All For a Night's Sleep fits the bill. It's small, but nice.

there is one city mission you have to play,not sure the name of it ,but its based on batman,and i dont think the mission was fully complete but the exploration is very fun

but as it's a good representation of a Gotham type city with some great gangster type AIs
