And judging from what I heard so far, this might be the case. You see, there has already been talk of Deus Ex 3's environments looking too old fashioned for what is known to be a cyberpunk game (makes sense, 'cause it's a prequel set only a little bit further from our time).
Last time, Deus Ex 2 and Thief TDS were being made at the same time...just like with Deus Ex 3 and Thi4f now. They're going to use the exact same game engine and middleware...and they're going to try to recycle as much of their work from DX3 as possible to use in Thi4f...
Friends...a modern-day Thief setting with a modern day thief...is probably what is going to happen.

And said talk is complete bullshit. I'm not saying this to you, but in response to the idea in general, it's just a kneejerk reaction. There is plenty of room to provide a cyberpunk story and setting in the confines of the DX3 artwork that we've been shown, and as for the "old fashioned" elements you mentioned, they only serve to further build upon a trait of the original DX. A meld between SciFi and recognisable, "today" elements, whether architectural, thematical, etc.- was an intended and stated design principle for the first game.

No offense, but your premise cancels out your conclusion. DX2 and T3 were indeed developed by the same studio, at (roughly?) the same time, with the same engine and tools, and yet there was no setting crossover between the two. There's no reason to think there would be this time around. And, personally, I seriously doubt that EM would take Thief into the "modern" day. Some time variation, sure, but not Volkswagens and Kalashnikovs. I expect that the setting will largely remain the same, regardless of who the protagonist is.

I agree with many of the sentiments already stated in this thread. While I would prefer a game based around the further adventures of our beloved Garrett, I would be fine with Thief 4 taking on a new protagonist provided it is in the same setting as the previous games. If Thief 4 is not going to have any storyline/setting ties to the first three games then please don't call it Thief 4 and come up with a new franchise.

Last clear info we got about that, it's real. There was an announcement some time ago that
one design element for DX3 got changed following major feedback/backlash from the fanbase, and some speculated that health regen might be it, but until you hear for certain I'd suggest assuming it's still very much in.

If EM doesn't use Garrett, they shouldn't try to rehash his story by coming up with just another thief character. I don't care how artistic a back story they have, or how talented a voice actor... it'll be unavoidably unoriginal.
I'd rather prefer to see the Thief world from the viewpoint of a pagan. The pagan lifestyle lends itself well enough to stealth and subterfuge. Perhaps this pagan enters the city with vague ambitions to bring it down from the "inside". But in the process, finds himself wrapped up in its moral ambiguities. His goals become less clear, and his previous notions of the wilderness being "right" begin to tarnish. He finds himself alone in a City full of threats, with out even his old Pagan friends to turn to.
Until some significant event happens that bring clarity to his actions. Suddenly the "evils" behind the City itself are revealed to him, and his determination is renewed. At the end of his difficult quest, after this unmistakable new foe has been vanquished, it is revealed to him that the catalyst event that set him on his journey was a lie, set up and designed to force his hand.
Then, perhaps unbeknowst to the protagonist, it is revealed to the player that Garrett set the disillusioned Pagan in motion. Leaving the new hero to wonder at the consequences of his actions, and whether or not anything he did was "good" at all, and for whom.
