If we go with the ethos of the Pagans, then the character will need to keep planting and have to quaff elixirs to counter the effects of The City environment, the pollution of not only the environment as we know it, but the Pagan magic, as well. So the early mission objectives would be along the lines of magical protection through planting seeds, moss, and saplings at nodes to protect against Hammerhead magic and City pollution. It would have to be a killing game, since their plants and especially their magic, especially for plumsies, need to be fed the blood of manfools to do their stuff. Look at how much trouble they went through to keep the Hammers from burying Alfred Hurley, employing a Shaman using a Necromancer's Wand to raise undead, powered by a sapling, fed Elemental Cocoons, and mossed Cornerstones, plus it helped their civil war against the Hammers.

Garrett will be the protagonist. As far as I'm concerned, there's no question of it.
He'll probably change, though. Think Sam Fisher in Conviction or Max Payne in Max Payne 3 as opposed to the previous games in those series.

Then one could certainly get anal about to what extent Garret is actually the protagonist.
