I tried her method at first, but did not pick up on the "slope" of the wall until I had gone a different route.
By the way:
If you stand on the porch opposite the front gate, you can put both the torches in the guard towers on the police station OUT.
It takes a steady hand, good aim and the right angle, but if you put them out from ground level before you climb up, there are lots of shadows in which to hide and the guard is easily bypassed.Why thank you tBM. :) I like to look at it as more than one way to skin a cat. Though I hate that reference. :p
[SPOILER]I've done the same thing with the torch myself at the police station. I lured the dairy zombie lady over by the police station, got the other bread zombie owner, and the patrolling AI guard all with one holy water. The snuffing of the torch came in handy to expedite the healing, so the guard wouldn't see me. [/SPOILER]

I think that
this is a reference to the thief who has the ring; if you read the readables in the area you'll read the police arrested a musician, and that a woman claimed he stole a ring from her. They might be connected, or they might not be.

Yes, as far as I know there is no way to change the events in the next mission depending of what you did in the previous one. :)

Your question was "When does it happen?" My answers were in reverse order. It happens when you leave the brothel. Yes,there is a reason to go back into that room.
There is an objective you pick up regarding Ophelia. If you read the objectives it should jump out at you.
If you have been in the brothel and came out to continue, and don't pickup on the objective, then it's no consequence.
However, once you leave and return, then you will find the room empty. There is a reason to go in there even at that. But you need to really take your time in the room, in all the rooms there, and any room you enter during the game.
It appears that you are not checking things out as closely as you should. :)
