When you throw the word "people" after black or white, there are really no other ways you can take it. If you're stereotyping an entire group of people based upon a common shared physical trait, that, by its very definition, is racist.
Now I'm not one to go around looking for racism where it doesn't exist simply as a way to boost my social justice internet scorecard. I understand that some things are rather tongue in cheek, and you should consider the intent behind everything before passing judgment. But I've always said that if you're not willing to tolerate one seemingly racist remark against a group of people, you shouldn't tolerate it elsewhere. Like if someone were to get up in arms over a similar Black People Problems site, they shouldn't just laugh and roll their eyes over White People Problems, either. If someone proclaims themselves as a "friend of all people not racist at all" type, then they should vigorously stand against any site, joke, or meme that makes light of any of the various human haplogroups, regardless of position or privilege. To do otherwise is hypocritical.
First World Problems, on the other hand, isn't racist, because it pokes fun at a large, inclusive cultural group that covers a large variety of shades, shapes, and sizes of people. If you want to give an -ism to it, you could call it culturalist, I guess. But it's not racist.
And the Second World? It barely even exists these days. The only hold-overs from that era are Cuba and China, and the latter isn't really a communist state anymore. If anything, they lean more towards Totalitarian-ish Capitalism with Red window dressing.

The guy's quality of life doesn't have much to do with this. It was some deep seated mental issues that drove him to do what he did. Just once I'd like to see one of these where the shooter attempts a mass killing, but then the people he chose to target had guns themselves, and so the shooter ends up full of bullets. You'd think for a country where people are fanatical (on the gun lobby end) of the right to bear arms, that not more people would be carrying a pistol or whatever for security reasons.
Instead nearly no'one but the crazies do, mass shootings result.

It is California. I imagine if it was Georgia or Texas the situation might have been different. Societal views notwithstanding, the laws aren't terribly friendly to CCW in Cali.

Reminds me of the guy who shot Dimebag Darrel, shot by a weirdo in Columbus 24 years to the day John Lennon died. A comment a cartoonist I used to follow made was that if it'd been Texas, everyone else in that concert would have been armed and by the time the cops arrived Nathan Gale would have been a smear on the mosh pit floor and the show would've kept going.

Interestingly I gave a presentation on Charles Whitman today. Don't know if he's the best test case since it was, in fact, armed citizens that finally brought him down, since he barricaded himself up there with a ton of ammo and had every intention of shooting down people all day long (IIRC; I could be remembering his situation wrong).

Actually, it wasn't, just an eerie coincidence. He blamed Dimebag for Pantera breaking up (rather than Phil Anselmo who is the actual reason because Anselmo is a colossal motherfucker.) Apparently the dude was a major (

His last words were "You broke up Pantera, you ruined my life!"
My thinking is, if Pantera breaking up leaves your life in ruins there wasn't much of a life to begin with. Dimebag was the only one with any real talent.
Also, funny that Charles Whitman was mentioned -- my dad and I briefly talked about him just today. (My dad likes to tell the story of how he went to the roof of what's probably the tallest building at the uni we both went to -- but when I looked for myself once the roof was locked... no prize for guessing why.)
