It turns out he wasn't intentionally trolling, he just some sever budget problems that he has since turned around. But if you were going to troll a region, he was going about it the right way. He had an insanely high crime rate that was infecting all the other cities in the immediate vicinity.

So, over a week since it was launched in Europe and they still haven't fixed the bug which locks cities and renders them unplayable and the communication is still awful, amongst a myriad of other things.

Maxis/EA continue to contradict themselves [(http://www.rockpapershotgun.com/2013/03/16/simcity-bosss-straight-answers-seem-pretty-wiggly/) RPS], the communication in their "(http://answers.ea.com/t5/Miscellaneous-Issues/bd-p/sim-city-misc-issues) Answers" forum is non-existent (just pages and pages of people reporting bugs or generally being annoyed at being told nothing), and there's been no acknowledgement whatsoever of the claims (and "(http://www.rockpapershotgun.com/2013/03/16/simcity-modder-tells-us-offline-regional-play-easily-done/#more-146044) proofs") that there's no reason it can't be played offline.

The SimCity facebook and twitter feed continues to sprout increasingly vaceous pleasantries, whilst completely ignoring the shit-storm that is going on around them.

Terrible.

Don't know really. All I know is that every time someone in an angry Sim City 5 thread anywhere said "look to Civitas instead" someone would pipe up and say it's probably a scam (the closest thing to a reason given that I saw was that they couldn't possibly do it for the money, but that seems a bit thin)
