Ah yes of course, my Social Engineering should have been the first place I looked for the source of that problem.
As it happens I had already forced Santiago to submit to me, so it's only Zakharov left, but he's even further away than the rest of them, and I currently run Knowledge, so he loves me right up and is a good source of new tech.
I'm well on the way to conquering Lal, though. Just got missile technology and mass-produced both airplanes and conventional missiles - maybe two-dozen of each by the time my blood truce expired with the guy.
Even though I'm kicking his arse he doesn't appear to want to surrender any time soon. If he did I'd give him most of his (huge and prosperous) cities back, but no, he has to be a gob-shite.
Currently he's head of the Council, which gives him a pesky executive veto. I plan to steal his population in this war, call a vote, bribe the other factions, use my executive position to overturn the prohibition and launch half a dozen Fusion PlanetBusters at his mainland bases on the very next turn.
That'll give him something to cry about.

I find it that if you anger a faction leader enough (And 'anger' can mean anything up to and including 'failing to cave in to extortion --> he declares war --> repeat ad infinitum'), and especially if you are running his hated SE choices, they will often enough choose to fight to the last man.

I am delighted to find a SMAC thread here among giants like Thief and Deus Ex.
Please forgive my my minor resurrection. I am lucky to own a copy of the original SMAC. However, I do not have Alien Crossfire (SMACX). For a long time already I have been searching for a copy of the expansion, only to find the excessively high priced ones on Amazon (upwards from $105 / £74 / €80). Local stores have never even heard of the game before. Do you know of stores, sellers or websites that might sell a copy, by chance? A copy for download, like on Steam and Gamersgate, would suffice very well as well.
That this game may continue to enjoy people for a long time.
