Sheesh people, it's simple. If that WAV file is played at alert zero, he's talking about himself, or the castle, or his coworkers, or builder-knows what. Anything above that, he's talking about Garrett.

TDS took it even farther, having one joke after another about odors, bathing, lack of bathing, bathing too often is bad for ya.
Hearing only the first half of the mutter, on my first playthrough of a Thief game ever, shortly after stealing deer legs off a kitchen table, I thought it was about Garrett. I didn't stick around long enough to hear the rest of the mutter, but when I eventually heard it again, the whole thing, having played the game and figured things out, I know the guard's not talking about Garrett.

Feel sure the guard is muttering about his general surroundings....
last nights dinner smells, from the dining room and kitchen on their guard rounds...there must also be a strong smell of Testosterone and sweat about the place, with all those guards and their bunks and barracks......so Smells like old meat is quite fitting.:D

I always assumed the guard was smelling Garrett, since guards use that line whenever Garrett's around (i.e. Garrett sneaks into the near-vicinity of a guard & the guard suddenly smells something nasty). It would fit (imho) since Garrett's lifestyle wouldn't lend itself to bathing on a regular basis. I mean face it, some of the cheap rooms that Garrett's rented in the past ( ;) ) aren't exactly penthouse-type material. Just sayin', is all.

Always seemed obvious to me that the guard is talking about Garrett. A little BO is one thing, but I think just about anybody would realize if they smelled like "old meat."

I am almost certain that it is the guard himself. If you break down the exact quote word by word, the guard first becomes aware of a terrible smell, "whats that smell..." Then, there is the moment where he says "what the..." That to me, means that he investigated further, such as smelling *himself* which further leads to the final comment that "it cant be me, I washed a few days ago"

That's the thing though, even as the quote is ending, the guard is still not sure where the stench is coming from. If it was him, he would have realized it as soon as he checked himself out, but he's still not positive. The "mystery" side of things points to Garrett hiding in the shadows.
