Something to consider as well is that most of Thief 2 takes place in seemingly more recent parts of town — Dayport, Eastport, North Quarter to name a few (mainly because of the more recent Victorian/Haussmannian architecture). The aristocracy there is probably less old fashioned than the ancient nobility in the older quarters (where Thief 1 takes place) so that means the Mechanists may have had an easier time winning them over and replacing the Hammerites. You also have to remember that at the time of Thief 1 there was no City Watch and the Hammers were also law enforcers. This is not the case anymore thanks to or because of Sheriff Truart.
