BTW you can get that Gas Arrow from the back of the Clock Tower in Stonemarket long before getting climbing gloves - there are a couple of crates nearby. Lean into them until you push them far enough, climb them, jump and get the arrow :P

Climbing gloves are fun. :)
Firstly, the walls are an additional hiding place. Even in a bright-lit area, you can still conceal yourself from persuit/guards by climbing high up, where people aren't likely to look.
The rooftop opposite the Keeper Library can be climbed, as well. :) You just have to climb the wall near one of the routes to the Library (the ONLY route after 'Killing Time')... It's where you just leave that hallway.
As for why there isn't a proper 'Thieves' Highway', that's obvious. A whole interconnected system of passable roofs would make it far too easy to avoid enemies on the ground. And there aren't enough enemies you can put on the roofs without defying logic. Enforcers, statues (animated gargoyles)... that's about it. Note there wouldn't be ANY enemies on the roofs until you 'kill time', and the tough statues wouldn't be there until the last day. So it would just make passing through the city too easy.

In South Quarter (I think that's the name... the one with Bertha's shop?) when you first walk in, you can see the Hammerite Compound and a balcony on the top. Is there a way to get up there and if so, is there anything up there? I've tried and can't get up over the rails.

@ZeroFlight: I've also tried to get there (it's in stonemarket proper, not south quarter) but there's no point because I doubt there's anything there. Just a door that can't be opened.
@Tiger: I guess. :p IMO, map on stonemarket is pretty unclear. Hard to find out exact positions of things.

And about the best accuracy, that I could get, was to generally place a dot at a decent compass-heading, near a wall and proportionally between two landmarks or between two opposite street outline-edges.
And then I'd roughly pace-out some half or quarter waypoints.
And sometimes,
I'd just guess and generally punt it! :p
(So it is still pretty much a case of "look and hunt around here.")
But as a general "ingame reminder", it certainly beats nothing.
And for that unmentioned Thief's Highway, my maps will get you started! :thumb:
